Viet Nam and the European Patent Office (EPO) have signed a memorandum of understanding (MoU) on patent promotion and protection, laying the foundation for their bilateral cooperation framework in the 2006-08 period.

The MoU was inked by EPO President Alain Pompidou and Director General of the National Office of Intellectual Property of Viet Nam (NOIP) Pham Dinh Chuong in a ceremony held in Ha Noi on July 31.

There are four main areas of cooperation detailed in the MoU including, intellectual property awareness, training and development of human resources, patent procedure development and administration, and the promotion of patent information exchange.

Addressing the signing ceremony, EPO President Pompidou said the Munich-based agency wants to help Viet Nam strengthen the capacity of its industrial property system and create favourable conditions for the nation’s integration into the world’s economy, including its entry to the World Trade Organisation (WTO).

NOIP Director General Chuong highly valued the effective cooperation between relevant agencies of Viet Nam and the European Commission (EC) in the field of intellectual property through the EC-ASEAN Intellectual Property rights Cooperation programme (ECAP II).

“The MoU, signed by the EPO and the NOIP, opened a new cooperation framework, namely the direct cooperation between the two agencies,” said Chuong.

The EPO, or the EC’s regional patent-granting authority, has the world’s largest technical database, which contains over 55 million patent documents. In addition to on-line database access, the NOIP will also be supported in publicising Vietnamese patent information on the database.
