Ho Chi Minh City Customs: Many challenges of anti-smuggling in the end of year

VCN- A series of big smuggling cases, with sophisticated tricks through the international seaport and airport border gates which have been discovered recently by the Ho Chi Minh City Customs Department are posing major challenges for the anti- smuggling unit in the last months.

More than 500 billion VND of violation goods

Among nearly 1,200 cases of Customs legislation violation discovered by the HCMC Customs Department from earlier this year to October 15th, there were many big smuggling cases, with extremely sophisticated tricks detected for the first time in Vietnam. Three smuggling cases with nearly 4 tons of ivory and pangolin scales by sea from the Africa to the Cat Lai port, Ho Chi Minh city detected by Customs authorities in October, 2016 was a typical example. These have been the biggest ivory smuggling cases detected across the sea port border of te HCM City. In both ivory smuggling cases detected, the smugglers used tricks of hiding the ivory in carved out wooden blocks, tightly covered with wax, and plugged like a normal log.

The Deputy Director of the Ho Chi Minh City Customs Pham Quoc Hung said that the deployment of electronic Customs clearance system VNACCS/ VCIS facilitated, cleared for import-export activities. However, automatic goods clearance under risk management has uncovered many new tricks, and high risk in many areas. In particular, in the key areas, the key line of international seaports, and airports, an ongoing situation was that the perpetrators took advantage of Customs clearance policy mechanism through automatic streamlining to smuggle high-value goods, export and import prohibited goods, conditional goods with sophisticated tricks; creating a shift of goods on the surrounding areas. Currently, clearance for the Green channel and Yellow channel has been very quick and had high risk probability. Through inspection, the HCM City Customs Department found a lot of violations across the Green and Yellow channels. For non-commercial goods, it appeared tricks such as false declaration of actual quantities, false declaration of origin for cheating on prices, avoiding payment of licenses.

Notably, for smuggling, people established companies, registered wrong addresses, or incorrect addresses, enterprises with no signs, changed frequently head offices (local authorities could not manage). After being discovered, the persons used the illegally established companies (over 1 year), declared false information to cause difficulties in selecting information…

From the actual situation, in 2016, the Ho Chi Minh City Customs Department built initiatively many subjects, plans of anti- smuggling and trade fraud. Thereby, many serious violation cases were detected, the perpetrators used highly sophisticated methods and tricks. As of October 15th, HCMC Customs Department discovered and made 1,144 violation cases, the value of violation goods was more than 524.2 billion VND, not including the value of nearly 4 tons of ivory and pangolin scales detected recently which can be up to hundreds of billion VND.

Focus on anti-smuggling in the end of year

According to the Deputy Director of the Ho Chi Minh City Customs, the above tricks posed significant challenges to the anti-smuggling forces of Ho Chi Minh City Customs Department.

According to the forecast of the HCM City Customs Department from now until the end of the year, supply and demand factors of goods transportation, and consumption power of consumers continue to increase, the illicit perpetrators perform smuggling and trade fraud, illegal goods transportation across borders, production, purchasing counterfeit goods, fake goods, low quality goods, infringement of intellectual property rights… with increasingly sophisticated methods and tricks.

Considering that this is the difficult and challenge moment for the control against smuggling and trade fraud, the leaders of the HCMC Customs Department grasp frequently most officers of the department to raise responsibility, heighten vigilance, enhance information collection, situation monitoring, implement operational measures, proactively detect and prevent and fight against Customs legislation violations.

Identifying that the human factor is decisive, therefore, political education is particularly interested in officers in general and the anti-smuggling control forces in particular.
